Following the Congressional briefing of July 15th by the House Foreign Affairs Subcommittee on Europe, and a subsequent meeting with Michelle O'Neill of Sinn Fein, Congressman Keating is circulating two bipartisan sign-on letters.(attached)

One is addressed to 4 key members of the British House of Lords urging them to oppose the British amnesty

The second is addressed to President Biden urging the appointment of an American Special Envoy who could bring American pressure to bear on key issues like Legacy Justice and the Northern Ireland Protocol.

I invite you to cosign two separate letters on issues related to Northern Ireland.

1. Letter to President Biden calling for the appointment of a US Special Envoy to Northern Ireland. This is a follow up to a May 2021 letter to POTUS also urging this appointment.

Current Cosigners: Keating (Lead),Vargas, Higgins, Fitzpatrick, Cicilline, Doyle

The letter:· Outlines threats to the Good Friday Agreement from issues surrounding the Northern Ireland Protocol and proposed legislation that would provide amnesty to those who committed crimes during the Troubles· Underscores the historic mediation role played by the US in negotiations surrounding the Good Friday Agreement as demonstrated by individuals like Senator (and former Special Envoy) George Mitchell and former Speaker of the House Tip O'Neill.· Emphasizes that the appointment of a Special Envoy would ensure the US remains involved in negotiations surrounding issues that relate to the Good Friday Agreement.

2. Letter to Members of the House of Lords regarding proposed legislation that would provide amnesty to individuals who committed potential crimes during the Troubles

Current Cosigners: Keating (Co-Lead), Fitzpatrick (Co-Lead), Vargas, Higgins, Cicilline, Doyle

Background:· The UK government has proposed legislation providing amnesty to individuals if they "cooperate" with a new investigatory body, similar to a truth commission.· This legislation has passed through the House of Commons and is now being considered in the House of Lords.· The legislation is opposed by both nationalist and pro-British unionist parties in Northern Ireland and ahs been called out by international bodies as violating human rights.

The Letter:· Voices Member concern regarding the UK government's proposed amnesty legislation.· Urges the House of Lords to consider alternative paths that provide true justice and accountability for victims of the Troubles and their families.
